Without a unit pack, some smaller factions are very difficult or impossible to play because of their limited unit roster. You could use a unit pack with ETF such as Swiss Halberdier's Additional Units Mod: (AUM-EMP)-3-5-updated-10-12-16 or the Minor & Emergent Factions Unit Pack. It adds very few units - mainly it allows 5th Rates to be recruited at trade ports, which makes it easier for small nations to avoid being blockaded by powerful neighbours.
